You’ve bought a car in Poland — and immediately the question arises that thousands of Ukrainians ask: can I actually register it? For how long? And what happens if I don’t have a residence card yet?

Can a Ukrainian Register a Car in Poland?

Yes — any foreigner legally present in Poland can register a vehicle in their name. But three key parameters determine how the registration works and whether it makes financial sense:

  • Where the car was purchased — in Poland, in another EU country, or outside the EU customs union
  • Where it will be driven — within the EU or exported to Ukraine
  • The owner’s migration status — residence card, visa, or visa-free stay
This guide covers registration for individuals, not commercial use. Cars bought in Poland or other EU countries register much more simply and cheaply than vehicles imported from outside the EU customs union — the latter involves significant customs costs.

Where the Car Was Bought: Why It Matters?

A car purchased in Poland or any other EU customs union country (EU member states plus Andorra, Monaco, San Marino, and Turkey) registers without customs procedures. The cost difference compared to a vehicle from outside the EU is substantial.

A car imported from outside the customs union (for example, from Ukraine) requires customs clearance: 10% customs duty, 23% VAT, 3.1–18.5% excise tax, a disposal fee, and more. In most cases, selling the car in Ukraine and buying one in Poland is the better financial decision.

Permanent or Temporary Registration: What’s the Difference

The registration type depends on where you plan to drive:

  • Permanent registration — for driving in Poland and across the EU. Has a temporary initial stage, after which a permanent vehicle document is issued
  • Temporary registration — for exporting the car outside the EU with customs procedures handled in the country of intended use. Valid for 30 days

An important detail for those planning to drive in Ukraine on Polish plates: permanent registration is required for this. The various “non-resident entry” schemes for up to one year require permanent Polish plates — not temporary ones.

Registration Deadlines and Fines

After purchasing a car in Poland, you have 30 days to register it. Checks can be carried out not only by police but also by customs and border service patrols.

Fines for late registration (from 2024):

  • PLN 500 — if the car isn’t registered within 30 days
  • PLN 1,000 — if the period without registration exceeds 180 days
  • PLN 250 — for the seller who fails to report the sale within 30 days
“IMPORTANT WARNING”: an unregistered car can not only be fined — there’s also a risk of the vehicle being towed to a paid impound lot. Don’t leave the registration until the last minute.

Step-by-Step Car Registration Guide

Step 1: visit the office

Vehicle registration in Poland is handled by offices under the Starosta (local authority). In larger cities, there’s a dedicated department — Wydział Komunikacji i Transportu. In smaller towns, these functions may fall to other divisions.

Important: registration must be filed at the office for the area where the owner actually lives. Choose your office based on the city where you reside.

Step 2: fill in the Wniosek na rejestrację pojazdu

The form is available at the office or can be printed in advance. It has two main sections:

Owner details:

  • Full name (for individuals)
  • Owner’s residential address
  • Tax identifier (for foreigners registering temporarily, this can be replaced by date of birth)

Vehicle details:

  • Make, model, manufacturer, vehicle type
  • Year of manufacture
  • VIN / body number, engine number
  • Previous registration data (old licence plate)
  • Vehicle card number (karta pojazdu) — if one exists
Some offices require a meldowanie registration, but under Polish law a residence declaration from the foreigner can substitute for it — the form should be available at the office. Check your specific office’s requirements in advance before making the trip.

Step 3: who can submit the application

The application is filed by the owner in person or by a representative with a power of attorney. If there are multiple co-owners, either all appear in person or one representative acts on behalf of all.

The power of attorney can be arranged on-site or in advance with a notary. It must include:

  • Exact details of the authorizing party/parties
  • Full details of the authorized representative
  • The scope and duration of the authorization

The fee for issuing a power of attorney is PLN 17. Spouses, children, and siblings are exempt. No fee is charged for a notarized power of attorney either (though notary fees apply separately).

Step 4: what documents are needed

Standard document package for vehicle registration:

  1. Proof of ownership — purchase agreement, invoice, etc. If issued in another language, a Polish translation is required (bilingual forms are acceptable)
  2. Previous owner’s vehicle document (dowód rejestracyjny) — important: on change of owner, the roadworthiness inspection is no longer valid and must be redone; fresh proof of inspection is required
  3. Previous registration certificate — for used vehicles; will be taken and replaced by a new one
  4. Vehicle card (karta pojazdu) — if one was previously issued
  5. Third-party liability insurance (Ubezpieczenie OC) — mandatory for registration
  6. Fee payment confirmation
  7. Passport or residence card — proof of lawful presence in Poland

Step 5: registration costs

Main costs for registering a passenger car:

  • Standard licence plates — PLN 80
  • Custom/personalized plates — PLN 1,000
  • Temporary permit — PLN 13.50
  • Vehicle document — PLN 54
  • Registration fee — PLN 2
  • Power of attorney fee — PLN 17

For new cars, an excise tax is additionally due:

  • 3.1% of value — for engines up to 2 litres
  • 18.6% — for larger engines

Step 6: what you receive after filing

If the submitted documents are in order, the following are issued on the spot the same day:

  • Licence plates
  • Stickers
  • Temporary vehicle document

The permanent vehicle document is ready within 30 days — you’ll receive an SMS notification. In some cases, the deadline may extend to 60 days.

For exporting the car outside the EU, the temporary vehicle document is sufficient — it’s valid for 30 days.

Vehicle Document Validity for Foreigners

This is one of the most important details that often surprises Ukrainians. When a foreigner registers a car in Poland, the vehicle document gets a validity stamp matching the permitted duration of their stay in the country.

Most commonly used as the basis:

  • Residence card
  • National visa
  • EU resident card
  • A positive residence card decision (before the plastic card is printed)

If the basis for staying is extended, the vehicle document validity must be extended too. This is done at the office, takes very little time, but without this update the document becomes invalid — and driving with it can result in a significant fine.

If your residence card is expiring and you’re filing to renew it, don’t forget to extend your vehicle document validity at the same time. Registering a Car Without Meldowanie

One of the most common questions: can a car be registered without a residency registration (meldowanie)? The answer is yes. Under Article 25 of the Polish Civil Code, a person’s place of residence is where they intend to live permanently.

In other words, if you can demonstrate that you actually live in a specific city, meldowanie is not mandatory. Useful documents include:

  • An apartment lease agreement
  • Property ownership documents
  • An employment contract (ideally open-ended or long-term)

In some offices, a personal declaration from the foreigner stating their city of residence is sufficient.

Registering a Car While Waiting for a Residence Card

The situation is ambiguous and depends on the specific office. Some offices have registered cars for people with a zaświadczenie (MOS 2.0 stamp replacement) for up to 3 months with the option to extend. Others refused, arguing that the lawful stay period under the zaświadczenie isn’t fixed.

Recommendation: check your specific office’s position by phone or in person before showing up with your full document package.

Online Car Registration From 2027

From 18 January 2027, a Polish Road Traffic Law amendment will allow vehicle registration applications to be submitted online through the CEPiK system. For those without access to the mObywatel app (which most foreigners can’t use), applications will be possible through the government portal using Profil Zaufany or a qualified electronic signature.

The new digital system will also give officials tools to quickly cross-check vehicles against EU country databases — reducing fraud risk in the registration of imported cars.
